James D. Rice, LEED AP, CxA, CBCP
President

Jim is a LEED Accredited Professional, and a CxA, Certified Commissioning Authority with the ACG, Associated Commissioning Group and Certified Building Commissioning Professional with AEE, Association of Energy Engineers. He has extensive experience in managing a wide array of mechanical/electrical projects for K-12 and college and university projects. Jim recently completed LEED Fundamental Building Commissioning for the Houston Independent School District’s first two LEED Pilot Schools, and completed Building Commissioning services for HISD’s new Food Services Support Facility. He has started several new schools registered under LEED NC for Schools v. 2.2.




Kevin G. Gardner, PE, CxA
Senior Vice President

Kevin is a Professional Mechanical Engineer and Certified Commissioning Authority. He has over 10 years of experience designing MEP systems for K-12, college, and university projects. As a Principal and Mechanical Engineer for Rice & Gardner Consltants, Kevin is responsible for supervising all HVAC engineering design and HVAC load calculations. In addition, he oversees all HVAC design standards as well as energy codes and specifications, ensuring that these remain current with applicable codes and industry standards.




Jason M. Feit, PE
Vice President

Jason is a Professional Electrical Engineer with over 10 years experience designing MEP Systems for K-12, college and university projects. As senior Electrical Engineer for Rice & Gardner Consultants, Jason is responsible for supervising all electrical engineering designs and preparing contract documents. In addition, he oversees all electrical design standards as well as energy codes and specifications, ensuring that these remain current with applicable codes and industry standards.




James E. Thornton, CxA, CBCP, QCxP, LEED AP
Principal, Certified Building Commissioning Professional

Jim is a Certified Building Commissioning Professional (CBCP) responsible for providing building commissioning services on a wide range of projects and systems including HVAC, electrical, plumbing, fire alarm, and low voltage systems. Jim has extensive experience managing and commissioning a wide array of mechanical/electrical projects including education facilities (both K-12 and higher education), office buildings, hospital renovations, new critical care facilities, and religious facilities. He has extensive experience in Commissioning Direct Digital Controls (DDC), including the cross-integration of other low voltage control systems, such as lighting control, security, and fire alarm systems.




Robert Barrera, Jr.
Vice President for Program Management

Robert has 24 years of experience in school facilities/construction and commercial construction, implementing and managing K-12 education projects as well as commercial construction. He has administered bond referendum programs, from capital improvement to preventative maintenance programs. As Vice President of Rice & Gardner Consultants, Robert will be the deputy program administrator.




Stephen Z. Lavoot, PE
MEP Department Manager

Stephen is a Professional Mechanical Engineer with over 30 years of experience in HVAC engineering design and construction administration. He has extensive experience managing personnel and projects for laboratories, hotels, universities, new and renovated hospitals, office buildings, mixed-use facilities, and central plants. As MEP Department Manager for Rice & Gardner Consultants, Stephen is responsible for the complete MEP design and construction administration efforts including projection of production effort, budget cost effort, personnel management, and engineering quality control.
